    March 2018 Trump Tariff on Imports from China

    Solar panels, 4 years of quota limit, started from 2/7/2018:
    Annual quota sets: an annual aggregate quantity of 2.5 gigawatts,  Additional duty applied after quota is met:

    In addition to those applicable under subheading 8541.40.60:

    If entered during the period from February 7, 2018 through February 6, 2019 ………… 30%

    If entered during the period from February 7, 2019 through February 6, 2020 …………. 25%

    If entered during the period from February 7, 2020 through February 6, 2021 …………. 20%

    If entered during the period from February 7, 2021 through February 7, 2022 …………. 15%

    Steel and aluminum articles starts from 3/23/2018, will post additional duties:

    In the case of steel, “steel articles” from all countries other than Canada and Mexico are subject to the additional 25% duty effective March 23, 2018.  The proclamation defines “steel articles” using 6 digit Harmonized Tariff Schedule (HTS) subheadings, specifically: 7206.10 through 7216.50, 7216.99 through 7301.10, 7302.10, 7302.40 through 7302.90, and 7304.10 through 7306.90.  Thus, it is imperative for importers to review their classifications (and origin determinations) to confirm whether a given steel article they import will be subject to the additional 25% duties.

    10% on aluminum articles as defined at Harmonized Tariff Schedule (HTS) unwrought aluminum (HTS 7601); aluminum bars, rods, and profiles (HTS 7604); aluminum wire (HTS 7605); aluminum plate, sheet, strip, and foil (flat rolled products) (HTS 7606 and 7607); aluminum tubes and pipes and tube and pipe fittings (HTS 7608 and 7609); and aluminum castings and forgings (HTS 7616.99.51.60 and 7616.99.51.70).
